Ritter endorses plan to bolster Colorado’s rainy-day fund

As the Colorado Legislature battled to balance the state's budget amid the worst recession in decades Wednesday, Gov. Bill Ritter endorsed efforts to bolster the state's "rainy day" fund and alter a formula on how it uses revenue to help it cope with future revenue downturns.
